Central Govt puts forward relaxations to Covid-19 restrictions as part of Unlock 5.0

New concessions and guidelines are granted in the country as part of the fifth phase of Unlock. Permission has been granted to open schools and cinema theaters as per the directions given by the Union Home Ministry. This unlock allows you to open theaters, multiplexes, amusement parks, and sports swimming pools outside the containment zone.

Permission has also been granted to conduct business-to-business exhibitions. Further relaxations are added on restrictions on social gatherings for social, academic, sports, entertainment, cultural, religious and political functions. There is no numerical limit on outdoor events. The number of people in closed spaces is set at 200 or half the capacity of the venue. It is recommended that masks, social distancing, sanitizer and thermal scanning be mandatory at both locations.

The Center has also allowed states to decide on the reopening of schools. States that decide to open them can do so by issuing security guidelines. The Ministry of Health Affairs has issued some guidelines regarding the opening of schools. Online or distance learning are preferred. Children who have difficulty accessing schools can opt for online courses. Attendance should not be imposed compulsorily. Attendance should be decided only on the basis of parental consent. The written consent of the parents is required if the child is willing to go to school.

States and Union Territories do not have special permission to impose local lockdowns except in the containment zones. Special permission of the Union Ministry of Health was made mandatory in such cases. However, it is up to the district administration to decide where a containment zone should be located. In addition, district administrations are responsible for maintaining strict border control and providing only essential services. Surround control will always apply to those living within the Containment Zones.
