ഇന്ത്യയിലെ ഡിജിറ്റൽ ട്രാൻസാക്ഷനുകളുടെ 85% UPI ആയിരിക്കുന്നു. കുറച്ച് സമ്പന്നരുടെ മാത്രമായി ഇന്ത്യ ചുരുങ്ങിയേ എന്ന നിലവിളിയുടെ മറുപടിയാണ് ഈ 25 ലക്ഷം കോടി രൂപ. കരുത്താർജ്ജിക്കുന്ന ഇന്ത്യൻ മധ്യവർഗ്ഗത്തിന്റെ സംഭാവന കൂടിയാണ്, ഇന്ത്യയുടെ യൂണിഫൈഡ് പേമെന്റ്സ് ഇന്റർഫെയ്സ് അഥവാ യുപിഐ, ഒരുമാസം 2000 കോടി ട്രാൻസാക്ഷൻസ് എന്ന ചരിത്ര നേട്ടം സ്വന്തമാക്കിയതിലൂടെ തെളിഞ്ഞത്. കൈമറിഞ്ഞത് ആകട്ടെ 25 ലക്ഷം കോടി രൂപയും. സ്റ്റാർട്ടപ്പുകളുടേയും, എംഎസ്.എം.ഇ.കളുടേയും സംരംഭകരുടേയും മാസശമ്പളക്കാരുടേയും ദിവസവേതനക്കാരുടേയും അക്കൗണ്ടിലെ പണത്തിന്റെ ബലമായ 25 ലക്ഷം കോടി രൂപ! കാരണം ഇന്ത്യയുടെ വികസം യഥാർത്ഥമാണ്. വളർച്ച കേവലാസ്തിത്വമുള്ളതാണ്. അമേരിക്കയോ, ജപ്പാനോ, ചൈനയോ മറ്റേതു രാജ്യമോ ആകട്ടെ, അവരൊക്കെ ഇത്തരമൊരു ശക്തമായ, വികേന്ദ്രീകരിക്കപ്പെട്ട ഒരു UPI ബിൽഡ് ചെയ്യാനുള്ള ശ്രമത്തിലാണ് ഇപ്പോഴും. UPI വഴി പണമയ്ക്കാവുന്ന ഇന്റർഫെയ്സ് അവതരിപ്പിച്ചപ്പോ, നമ്മുടെ തന്നെ ആൾക്കാർ അതിനെ കളിയാക്കിയതും പുശ്ചിച്ചതും ഓർമ്മയുണ്ടോ? കാളവണ്ടിയുഗത്തിലെ ഇന്ത്യയ്ക്ക് എന്ത് ഡിജിറ്റൽ പേമെന്റ് എന്ന്? ഇന്ന് യുപി-യിലേയോ, ബീഹാറിലേയോ ബംഗാളിലേയോ ഗ്രാമങ്ങളിലെ ഉന്തുവണ്ടിക്കാർ പോലും വിൽക്കാൻ വെച്ച പച്ചക്കറിക്കും പഴങ്ങൾക്കും ഒക്കെ ഇടയിൽ UPI-യുടെ പേമെന്ററ് ക്യുആർ കോഡ് വെച്ചിരക്കുന്നു. അതിന്റെ പ്രതിഫലനമാണ് 2000 കോടി ട്രാൻസാക്ഷനും അതുവഴി അക്കൗണ്ടുകളിൽ നിന്ന് അക്കൗണ്ടുകളിലേക്ക് മറിഞ്ഞ 25 ലക്ഷം കോടിയും. ബില്യൺസ് ഓഫ് ട്രാൻസാക്ഷനുകളിലൂടെ ഓരോ മാസവും ഇന്ത്യക്കാർ കൈമാറുന്ന ട്രില്യൺസ് ഓഫ് റുപ്പീസ്!
എന്തുകൊണ്ടാണ് UPI പേമെന്റിലൂടെ ലോകത്തെ ഞെട്ടിച്ച ട്രാൻസാക്ഷൻ വന്നത് എന്നറിയാമോ? ഈ നാടിന്റെ മാറ്റത്തിന്റെ പ്രതിഫലനമാണത്.
കഴിഞ്ഞ 10 വർഷത്തിൽ GDP-യിൽ ഇന്ത്യ വളർന്നത് ഇന്ത്യൻ റുപ്പിയിൽ കണക്കാക്കിയാൽ 211 ശതമാനമാണ്. അന്താരാഷ്ട്ര നാണയ നിധിയിലെ സായിപ്പിന്റെ കണക്ക് പുസ്തകത്തിൽ 105 ശതമാനം വളർച്ച. ഏത് ഗണിതശാസ്ത്രം വച്ച് നോക്കിയാലും ഇന്ത്യയുടെ തട്ട് താണുതന്നെയിരിക്കും. കാരണം അതിന് താഴെ മറ്റ് ചില കണക്കുകൾ കൂടി എഴുതിട്ടുണ്ട്. കഴിഞ്ഞ 10 വർഷം ലോകത്ത് ഇതുപോലെ വളർന്ന മറ്റൊരു വലിയ സമ്പദ് വ്യവസ്ഥയില്ല. ചൈന ആവറേജ് 70%വും അമേരിക്ക 65% വളർന്ന അതേ പത്ത് വർഷമാണ് ഇന്ത്യ 105 ശതമാണം വളർച്ച ജിഡിപി-യിൽ കൈവരിച്ചത്. 1947 മുതൽ 2013 വരെയുള്ള 65 വർഷം കൊണ്ട് 2 ട്രില്യൺ ഡോളർ എക്കോണമി ആയ ഇന്ത്യ അടുത്ത 2 ട്രില്യൺ ഡോളർ ജിഡിപിയിൽ എഴുതി ചേർത്തത് കേവലം 10 വർഷം കൊണ്ടാണ്. കാരണം? കൃത്യമായി പ്ലാൻ ചെയ്ത പോളിസി റിഫോംസ്, ഡിജിറ്റൽ ഇൻഫ്രാസ്ട്രക്ചറിലും മാനുഫാക്ചറിംഗിലും നടത്തിയ നിർണ്ണായകമായ നിക്ഷേപങ്ങൾ, ജിഎസ്ടി എന്ന പുതിയ നികുതി പരിഷ്ക്കാരം, അതുപോലെ പ്രൊഡക്ഷൻ ലിങ്ക്ഡ് ഇൻസെന്റീവ്സ് എന്ന നിശബ്ദ വിപ്ലവം.
പലർക്കും ദഹിക്കാത്ത ഒരു സത്യം പറയാം. പലരും പറയാൻ മടിക്കുന്ന സത്യം. 150 കോടി ജനങ്ങളും, 28 സംസ്ഥാനങ്ങളും 3000-ത്തോളം രാഷ്ട്രീയ പാർട്ടികളും പല മതങ്ങളും, ജാതികളും, ഈ രാജ്യത്തോട് താൽപര്യവും നാടിനോട് ഈർഷ്യയും ഉള്ള ജനങ്ങളും, സ്വന്തം കാര്യം മാത്രം നോക്കുന്ന മനസ്സിനുടമകളും ഒക്കെയുള്ള ഒരു രാജ്യത്ത്, ഓരോ കുടുംബത്തിനും സ്പൂണിൽ വികസനം വാരിക്കൊടുക്കാനും പണി കണ്ടെത്തി കൊടുക്കാനും ഒരു സർക്കാരിനും കഴിയില്ലെന്ന് മാത്രമല്ല, അതിന് സാധ്യവുമല്ല. അടിസ്ഥാന സൗകര്യങ്ങളുടേയും സാധ്യതകളുടേയും വലിയ പ്ലേഗ്രൗണ്ട് സർക്കാരിന് നിർമ്മിച്ചിടാനാകും. ഏതെങ്കിലും കാരണവശാൽ അർഹർക്ക് അവസരം നിഷേധിക്കില്ലെന്ന് ഉറപ്പ് വരുത്താൻ സർക്കാരിനാകും. നാട്ടിൽ കലാപം ഉണ്ടാകില്ലെന്ന് ഉറപ്പാക്കാൻ സർക്കാരിന് കഴിയും. വിഭവങ്ങൾ അക്സസ് ചെയ്യാൻ സാധ്യമായ എല്ലാ സാഹചര്യങ്ങളും ഒരുക്കാനാകും. പക്ഷെ, അവസരം കണ്ടെത്തേണ്ടതും വളരേണ്ടതും ഓരോരുത്തരുടേയും കടമയാണ്. ഇപ്പോഴെന്നല്ല, എപ്പോഴും അങ്ങനെതന്നെയാണ്. അമേരിക്കൻ ഭരണഘടനയിലെ പ്രസിദ്ധമായ വരികൾ ഇങ്ങനെ വായിക്കാം- നീതി സ്ഥാപിക്കുന്നതിനും, ആഭ്യന്തര സമാധാനം ഉറപ്പാക്കുന്നതിനും, പൊതുവായ പ്രതിരോധം ഉറപ്പാക്കുന്നതിനും, പൊതുവായ ക്ഷേമം പ്രോത്സാഹിപ്പിക്കുന്നതിനും, നമുക്കും നമ്മുടെ പിൻഗാമികൾക്കും സ്വാതന്ത്ര്യത്തിന്റെ അനുഗ്രഹങ്ങൾ ഉറപ്പാക്കുന്നതിനും വേണ്ടി, ഈ ഭരണഘടന നിയമിക്കുകയും സ്ഥാപിക്കുകയും ചെയ്യുന്നു.. അതാണ് ഒരു സർക്കാരിന് ചെയ്യാനാവുന്ന ഏറ്റവും ഉദാത്തമായ കാര്യം. അതാണ് ഇന്ത്യ ഇന്ന് ചെയ്തുകൊണ്ടിരിക്കുന്നതും. അതാണ് ഒരൊറ്റമാസം 2000 കോടി വിനിമയവും 25 ലക്ഷം കോടി പണമിപാടുമായി ഇന്ത്യക്കാർ ലോകത്തിന് കാണിച്ചുകൊടുത്തിരിക്കുന്നത്.
ഇന്ത്യയിൽ നിന്നുള്ള സ്മാർട്ട് ഫോൺ കയറ്റുമതി 2400 കോടി ഡോളറിന്റേതായിരിക്കുന്നു. മൊത്തം ഇലക്ട്രോണിക്സ് ഉൽപ്പന്നങ്ങളുടെ കയറ്റുമതി- 3800 കോടി ഡോളറിന്റേത് ആയിരിക്കുന്നു. ഇന്ത്യയുടെ ഫോറെക്സ് റിസർവ്വ്- റെക്കോർഡ് ഉയരത്തിൽ ആണ്. ഐടി കയറ്റുമതി 2,200 കോടി ഡോളറിൽ അധികം ആയിരിക്കുന്നു. ആധുനിക വാർഫെയറിലെ കണ്ണഞ്ചിപ്പിക്കുന്ന യുദ്ധോപകരണങ്ങളുടെ കയറ്റുമതി 24,000 കോടി രൂപയുടേതാണ് ഇന്ന് ഇന്ത്യയ്ക്ക്. 10 വർഷം മുമ്പ് കേവലം 680 കോടിയുടെ ആയുധ കയറ്റുമതിയായിരുന്നു ഇന്ത്യക്ക് ഉണ്ടായിരുന്നത് എന്ന് ഓർക്കണം.10 വർഷം കൊണ്ടുണ്ടായത് 34 ഇരട്ടിയുടെ കുതിച്ചുചാട്ടം. DPIITയുടെ കീഴിൽ രജിസ്റ്റർ ചെയ്ത 1,80,000 സ്റ്റാർട്ടപ്പുകൾ നേരിട്ടും അല്ലാത്തതുമായി 25 ലക്ഷത്തോളം തൊഴിലവസരങ്ങൾ തുറന്നിരിക്കുന്നു. രാജ്യത്തിന് 10 വർഷം കൊണ്ട് ഉണ്ടായ സാമ്പത്തിക മുന്നേറ്റത്തിന് എന്തുണ്ട് ഗ്രാമീണ നിർവചനം എന്ന് ചോദിക്കും? 3 കോടിയോളം വീടുകളിൽ ഇലക്ട്രിസിറ്റിയുടെ ആദ്യവെളിച്ചം കണ്ടു. 14 കോടിയോളം ഗ്രാമീണ വീടുകളിൽ പൈപ്പിലൂടെ ദാഹജലമെത്തി. സ്കൂളുകളിലേക്കുള്ള പെൺകുട്ടികളുടെ വരവിൽ 50 ലക്ഷം വർദ്ധനയുണ്ടായി. 25 കോടിയോളം ജനങ്ങൾ ആരോഗ്യം, വിദ്യാഭ്യാസം, ജീവിത നിലവാരം എന്നിവയിൽ അനുഭവിച്ച ദാരിദ്ര്യത്തിന്റെ പിടിയിൽ നിന്ന് പുറത്ത് കടന്നു. ഇതൊന്നും പിആർ വാചകങ്ങൾ അല്ല, ഡാറ്റയാണ്. ഡാറ്റ അവഗണിക്കാൻ ബുദ്ധിമുട്ടാണ്.
