Centre offers 21 states Rs 1.1 lakh crore borrowing option to bridge GST deficit

Projected total compensation shortfall in the current fiscal stands at Rs 2.35 lakh crore
Centre had earlier suggested states to borrow either via a special window through RBI or raise debt from the market
