ഇന്ത്യയിൽ തന്നെ ആദ്യമായി വയോജനങ്ങൾക്കായി ഒരു പ്രത്യേക മന്ത്രാലയം രൂപീകരിച്ച് കേരളം ചരിത്രം കുറിക്കുമ്പോൾ, ഇത് വെറുമൊരു ‘ക്ഷേമ വകുപ്പ്’ മാത്രമല്ല; മറിച്ച് വരാനിരിക്കുന്ന വലിയൊരു സാമ്പത്തിക-സാമൂഹിക വിപ്ലവമാണ്. എന്തിനാണ് ഒരു പ്രത്യേക വകുപ്പ്? ഗൗരവമേറിയ ചില കണക്കുകൾ നാം ശ്രദ്ധിച്ചേ പറ്റൂ. ഇന്ത്യയിലെ മറ്റ് സംസ്ഥാനങ്ങളെ അപേക്ഷിച്ച് കേരളം വളരെ വേഗത്തിൽ പ്രായമാവുകയാണെന്ന് പറഞ്ഞല്ലോ. ക്രൂരമായ ഒരു യാഥാര്ത്ഥ്യം എന്തെന്നാൽ വരും വർഷങ്ങളിൽ കേരളത്തിലെ ജനസംഖ്യയുടെ 22%-ത്തിലധികം ആളുകൾ 60 വയസ്സിന് മുകളിൽ പ്രായമുള്ളവരായിരിക്കും. അതായത്, കേരളത്തിലെ നാലിൽ ഒരാൾ മുതിർന്ന പൗരനായിരിക്കും. കേരളത്തിലെ വലിയൊരു ശതമാനം വീടുകളിലും ഇന്ന് പ്രായമായ മാതാപിതാക്കൾ മാത്രമായി ഒറ്റപ്പെട്ടു കഴിയുന്നു. ഈ സാഹചര്യത്തിൽ വയോജനങ്ങളുടെ സുരക്ഷയും ക്ഷേമവും ഉറപ്പാക്കാൻ സാമൂഹിക നീതി വകുപ്പിന്റെ ഒരു ചെറിയ ഉപവിഭാഗത്തിന് മാത്രം കഴിയില്ല. ആ തിരിച്ചറിവാണ് ഒരു പ്രത്യേക മന്ത്രാലയം എന്ന ചരിത്രപരമായ തീരുമാനത്തിലേക്ക് മുഖ്യമന്ത്രിയെ എത്തിച്ചത്. എന്നാൽ കേരളത്തിന്റെ സാമ്പത്തിക പരാധീനതകൾ നോക്കിയാൽ, പുതിയ വകുപ്പ്, ബഡ്ജറ്റിലെ ‘ബാധ്യത’യിൽ നിന്ന് ‘കെയർ ഇക്കണോമി’ എന്ന സാധ്യതയിലേക്ക് മാറിയാൽ മാത്രമേ, ഈ മൂവ്മെന്റിൽ സംസ്ഥാനത്തിന് വിജയം അവകാശപ്പെടാൻ ആകൂ. വയോജന ക്ഷേമം എന്നാൽ എല്ലാ മാസവും നൽകുന്ന 3000 രൂപ ക്ഷേമ പെൻഷൻ മാത്രമാണെന്ന പരമ്പരാഗത ധാരണ, മിനിസ്റ്റർ, സി.പി. ജോണിന്റെ പുതിയ മന്ത്രാലയത്തിന് തിരുത്താനാകകുമെന്നാണ് എന്റെ പ്രതീക്ഷ. പ്രായമായവരെ സർക്കാരിന്റെ ‘ബാധ്യത’യായി കാണുന്നതിന് പകരം, അതിനെ ഒരു ‘കെയർ ഇക്കണോമി’ അഥവാ പരിചരണ സമ്പദ്വ്യവസ്ഥയായി മാറ്റുകയാണ് വേണ്ടത്. മുതിർന്ന പൗരന്മാർക്കായി പ്രത്യേക പ്രൊഡക്റ്റുകൾ, സേവനങ്ങൾ, ആരോഗ്യ പരിരക്ഷാ ഉപകരണങ്ങൾ, വിനോദോപാധികൾ എന്നിങ്ങനെ ബില്യൺ ഡോളർ എക്കോണമിയിലേക്ക് നയിക്കാവുന്ന സംരംഭക സാധ്യതയാണ് ഈ സിൽവർ ഇക്കണോമി തുറന്നിടുന്നത്.
പ്രായമായവരുടെ ദൈനംദിന ആവശ്യങ്ങൾ സഹായിക്കുന്ന Geriatric Tech വികസിപ്പിക്കുന്ന സ്റ്റാർട്ടപ്പുകൾക്ക് കേരളം ഹബ്ബാകണം. വയോജന പരിചരണത്തിനായി അഥവാ Geriatric Care-നായി ലക്ഷക്കണക്കിന് പ്രൊഫഷണൽ കെയർ-ടേക്കർമാരെ, നഴ്സുമാരെ ആവശ്യമായി വരും. ഇത് കേരളത്തിലെ യുവാക്കൾക്ക് സംസ്ഥാനത്തിനകത്ത് തന്നെ വലിയൊരു തൊഴിൽ വിപണി തുറന്നുനൽകും- എങ്ങനെയെന്ന് വിശദമായി പറയാം.

ശാരീരിക രോഗങ്ങളേക്കാൾ പലപ്പോഴും പ്രായമായവരെ തളർത്തുന്നത് ഏകാന്തതയാണ്. ഇതിനായി കോളേജ് വിദ്യാർത്ഥികളെയും വയോധികരെയും ബന്ധിപ്പിക്കുന്ന ‘ഇന്റർ-ജനറേഷനൽ ലേണിംഗ് സെന്ററുകൾ’ ആരംഭിക്കുന്നത് ഗുണകരമായിരിക്കും. അത് പുതിയ തലമുറയെ പഠിപ്പിക്കാനുമാകണം, കാരണം ചെറുപ്പവും, യൗവനവും വാർദ്ധക്യവും ജീവിതത്തിലെ സീസണുകൾ മാത്രമാണെന്ന അറിവ് പുതിയ തലമുറയെ മനസ്സിലാക്കി കൊടുക്കാനാകണം. നാളെ ചെന്നെത്തുന്ന വാർദ്ധക്യത്തെ ഇന്ന് അടുത്ത് കാണാനായാൽ, നമ്മുടെ യുവാക്കളിൽ ചിലപ്പോൾ ചില നല്ല മാറ്റങ്ങൾ വന്നാലോ?
