കേവലം ആഭ്യന്തര ഉൽപ്പാദനത്തിന്റെ (GDP) വർദ്ധനവിനപ്പുറം ‘വികസിത രാഷ്ട്രം’ എന്ന മഹത്തായ ലക്ഷ്യത്തിലേക്ക് ഇന്ത്യ അതിന്റെ യാത്ര ആരംഭിച്ചുകഴിഞ്ഞു. ചരിത്രത്തിലാദ്യമായി രാജ്യത്തെ എല്ലാ മുഖ്യമന്ത്രിമാരും പങ്കെടുത്ത നിതി ആയോഗ് ഗവേണിങ് കൗൺസിൽ യോഗം ഇതിന്റെ വ്യക്തമായ തെളിവാണ്. ഉയർന്ന മാനവവികസന സൂചികയും ശക്തമായ ഉപഭോക്തൃ വിപണിയുമുള്ള കേരളത്തിന്, “Inclusive Human Development for Viksit Bharat@2047” എന്ന കേന്ദ്ര പ്രമേയം വലിയ അവസരങ്ങളാണ് തുറന്നുനൽകുന്നത്. സാമ്പത്തിക പ്രതിസന്ധികളിൽ തളരാതെ, പരമ്പരാഗത അഞ്ചുവർഷ പദ്ധതികളുടെ ചട്ടക്കൂടിൽ നിന്ന് പുറത്തുകടന്ന് പുതിയ കാലത്തിനനുസൃതമായ ആശയങ്ങൾ നടപ്പിലാക്കാൻ കേരളം സന്നദ്ധമാകേണ്ടതുണ്ട്. ഇന്ത്യ വിവിധ വിദേശരാജ്യങ്ങളുമായി ഒപ്പുവെച്ച പുത്തൻ വ്യാപാരക്കരാറുകൾ (FTAs) നമ്മുടെ നാടിന് ഒരു സ്വർണ്ണാവസരമാണ്. ഇതിന്റെ ആനുകൂല്യങ്ങൾ താഴേത്തട്ടിലുള്ള സംരംഭകരിലേക്ക് എത്തിക്കാൻ സംസ്ഥാനത്ത് അടിയന്തരമായി ഒരു ‘എക്സ്പോർട്ട് ആക്സിലറേഷൻ മിഷൻ’ രൂപീകരിക്കേണ്ടതുണ്ട്. ഓരോ ജില്ലയിലും എക്സ്പോർട്ട് ഫെസിലിറ്റേഷൻ സെന്ററുകൾ സ്ഥാപിച്ച്, മലപ്പുറത്തെ ഫർണിച്ചറും വയനാട്ടിലെ കാപ്പിയും ഇടുക്കിയിലെ സുഗന്ധവ്യഞ്ജനങ്ങളും ഉൾപ്പെടെയുള്ള പ്രാദേശിക ഉൽപന്നങ്ങളെ ‘വൺ ഡിസ്ട്രിക്റ്റ് വൺ പ്രൊഡക്റ്റ്’ (ODOP) പദ്ധതിയിലൂടെ അന്താരാഷ്ട്ര വിപണിയിൽ ബ്രാൻഡ് ചെയ്യണം. ഫ്രാൻസ് തങ്ങളുടെ വൈനും സ്വിറ്റ്സർലൻഡ് തങ്ങളുടെ വാച്ചുകളും ആഗോളതലത്തിൽ വിറ്റഴിച്ചതുപോലെ, കേരളത്തിലെ ഓരോ ജില്ലയ്ക്കും തനതായ ആഗോള ബ്രാൻഡിംഗ് സ്ട്രാറ്റജി ഉണ്ടാകണം.
പ്രതിരോധ മേഖലയിൽ ഇന്ത്യ കൈവരിക്കുന്ന വൻ കുതിപ്പാണ് കേരളത്തിന് പ്രയോജനപ്പെടുത്താവുന്ന മറ്റൊരു വലിയ മേഖല. ലോകത്തെ മുൻനിര ആയുധ ഇറക്കുമതിക്കാരനിൽ നിന്ന് ആയുധ കയറ്റുമതിക്കാരനായി ഇന്ത്യ മാറുമ്പോൾ കൊച്ചിൻ ഷിപ്പ്യാർഡ്, ബ്രഹ്മോസ് ഇക്കോസിസ്റ്റം, വി.എസ്.എസ്.സി, നേവൽ ബേസ്, ഡി.ആർ.ഡി.ഓ തുടങ്ങിയ വൻകിട പ്രതിരോധ-ശാസ്ത്ര സ്ഥാപനങ്ങളുടെ സാന്നിധ്യം കേരളത്തിന്റെ മാത്രം സവിശേഷതയാണ്. പ്രതിരോധ മന്ത്രാലയത്തിന്റെ പങ്കാളിത്തത്തോടെ കൊച്ചിയിലും തിരുവനന്തപുരത്തും കണ്ണൂരിലും ഡ്രോണുകൾ, നേവൽ ഇലക്ട്രോണിക്സ്, എഐ നിരീക്ഷണം, അണ്ടർവാട്ടർ സിസ്റ്റങ്ങൾ എന്നിവ നിർമ്മിക്കുന്ന പ്രത്യേക ഡിഫൻസ് ഇൻഡസ്ട്രി ക്ലസ്റ്ററുകൾ ആരംഭിക്കണം. ഒപ്പം കൊച്ചി കേന്ദ്രീകരിച്ച് ഒരു മെരിറ്റൈം ഡിഫൻസ് ഹബ്ബ് സ്ഥാപിച്ച് നാവികസേനയ്ക്കും കോസ്റ്റ് ഗാർഡിനും ആവശ്യമായ ചെറുകപ്പലുകളുടെയും ബോട്ടുകളുടെയും നിർമ്മാണവും അറ്റകുറ്റപ്പണികളും ഇവിടെത്തന്നെ പൂർത്തിയാക്കാനാകും. ഇതിനുപുറമെ, തിരുവനന്തപുരത്തെ രാജ്യത്തിന്റെ ബഹിരാകാശ തലസ്ഥാനമായി ഉയർത്തിക്കാട്ടി ഒരു ‘സ്പേസ് മാനുഫാക്ചറിംഗ് കോറിഡോർ’ സ്ഥാപിച്ചാൽ, 2047-ൽ ലക്ഷം കോടി ഡോളറിലെത്തുന്ന ആഗോള ബഹിരാകാശ വിപണിയിൽ കേരളത്തിന് വലിയൊരു വിഹിതം സ്വന്തമാക്കാൻ സാധിക്കും.
ഡിജിറ്റൽ യുഗത്തിലെ ഏറ്റവും മൂല്യവത്തായ സമ്പത്ത് ഡാറ്റയാണ്. 1990-കളിൽ ഏഷ്യയിലെ തന്നെ ആദ്യത്തെ ഐടി പാർക്കുകളിലൊന്ന് നിർമ്മിച്ച് വിപ്ലവം സൃഷ്ടിച്ച കേരളം, 2026-ലെ ഏജന്റിക് എഐ (Agentic AI) തരംഗത്തിലും മുന്നിലെത്തണം. തിരുവനന്തപുരം, കൊച്ചി, കണ്ണൂർ എന്നിവിടങ്ങളിൽ എഐ ഡാറ്റാ സെന്റർ പാർക്കുകൾ സ്ഥാപിച്ച് ഗൂഗിൾ, മൈക്രോസോഫ്റ്റ്, ഒറാക്കിൾ, എൻവിഡിയ തുടങ്ങിയ ആഗോള ക്ലൗഡ് ഭീമന്മാരെ ഇങ്ങോട്ട് ആകർഷിക്കണം. ആരോഗ്യം, കൃഷി, വിദ്യാഭ്യാസം, ഭരണം തുടങ്ങിയ എല്ലാ മേഖലകളിലും ഒരു ‘എഐ അഡോപ്ഷൻ മിഷൻ’ നടപ്പിലാക്കിയില്ലെങ്കിൽ കേരളം അടുത്ത കാൽനൂറ്റാണ്ട് പിന്നിലായിപ്പോകും. ഒപ്പം നമ്മുടെ വനിതാ ശക്തിയെ കേവലം സൗജന്യങ്ങൾ നൽകി ആശ്രയ മനോഭാവത്തിൽ നിർത്താതെ, ‘മില്യണയർ വുമൺ ഒന്റർപ്രണേഴ്സ് മിഷൻ’ വഴി കുടുംബശ്രീയെ ഒരു ആഗോള എക്സ്പോർട്ട് നെറ്റ്വർക്കായി മാറ്റണം. നിതി ആയോഗ് ലക്ഷ്യമിടുന്ന 6 കോടി ‘ലക്ഷ്പതി ദിദിമാരിൽ’ ഭൂരിഭാഗവും മലയാളി വനിതകളാകാൻ ഇത് സഹായിക്കും.
ഈ വലിയ പദ്ധതികൾക്കെല്ലാം തടസ്സം നിൽക്കുന്ന നമ്മുടെ സാമ്പത്തിക പ്രതിസന്ധി മറികടക്കാൻ പരമ്പരാഗത വായ്പകൾക്ക് പുറമെ പുതിയ മാർഗ്ഗങ്ങൾ കണ്ടെത്തേണ്ടതുണ്ട്. ഈ ലക്ഷ്യങ്ങൾ കൃത്യമായി നടപ്പിലാക്കാൻ മുഖ്യമന്ത്രിയുടെ ഓഫീസിന് കീഴിൽ നേരിട്ട് പ്രവർത്തിക്കുന്ന ഒരു ‘Kerala 2047 Mission Directorate’ രൂപീകരിക്കണം.
